Only thing I can figure...
Healing isn't necessarily needed for things thare aren't broken. For example, my arm is fine now but were it broken it'd need healing.
That's all I've got....
I think it means that you have to find the 'heart of the matter' (to use a Don Henley lyric) or the root of an issue before you can attempt any sort of healing for whatever you're experiencing.
Similar to someone with anger issues, addictions etc. Until they find out what's REALLY causing the problem, it's not gonna get healed.
